One eyewitness who wished to remain anonymous claimed the man tried to take a little boy from his mum, the Birmingham Mail reports.
He was then said to have entered a secure child unit at the hospital where he attempted to take a child from a dad.
The witness said the man was stopped by a member of the public before being arrested by officers at the scene.
West Midlands Police said it was still establishing the full details of what happened, but the man is confirmed to still remain in custody.
A spokesperson for the force described the shocking incident as “traumatic”.
