The 27-year-old has struggled to hold down a regular first team place since arriving in Paris in 2016, not starting more than 20 league games in any of his three seasons in France.
Paris United report that Unai Emery has personally been in contact with the Belgian over a move to the Emirates, after the pair worked together during Emery’s time in Paris.
It is thought that Meunier is very interested in making the switch from the French to the English capital and Emery is willing to spend a chunk of his limited budget on the defender.
Arsenal’s failure to make it into the Champions League has significantly reduced their spending powers this summer and they are keen to make sure Meunier wants to make the move before entering into discussions with PSG.

Ole Gunnar Solksjaer is expected to make a number of significant additions to his squad at Old Trafford over the summer, and right-back is an area he is expecting to target.
Antonio Valencia is set to leave the club, while Ashley Young’s time at right-back looks to be coming to an end.
The Red Devils are thought to be ‘keeping a close eye’ on Meunier’s situation and will be prepared to pounce if they think a deal can be done.
Meunier spoke out about the links between him and some of Europe’s biggest clubs, seemingly delighted to be mentioned with the giants of the continent.
‘At the level of rumours, I am quoted everywhere. Only beautiful clubs come out: Manchester United, Juventus, (Borussia) Dortmund, these are just exceptional clubs,’ he told Belgian publication RTBF.
‘But that’s also the chance to evolve in a club like Paris-Saint-Germain because, even with little play time, they offer you some visibility.’
