Terms have been agreed between both clubs for the 18-year-old and he will complete the move before the transfer deadline so long as he passes a medical.
The 18-year-old is regarded as one of Arsenal’s brightest young talents and has broken into the first-team squad this season, making six appearances in all competitions and scoring three goals.
However, with competition in Arsenal’s midfield fierce, Unai Emery is happy to let him join Leipzig on a temporary basis with the Bundesliga side giving Arsenal assurances that he will play.
Once the deal has been completed, Smith Rowe will become the second Arsenal player to join a Bundesliga club on loan this season, following Reiss Nelson’s move to Hoffenheim in August.

He isn’t the only English youngster making a name for himself abroad as Jadon Sancho has emerged as one of Europe’s hottest properties since joining Borussia Dortmund in 2017.
Sancho has six goals and nine assists in the Bundesliga this season and his performances for the league leaders led to him being called into Gareth Southgate’s senior England squad.
RB Leipzig have had success when it comes to signing English players on loan in the past with Ademola Lookman excelling in the second half of last season after joining from Everton.
Smith Rowe caught the eye for Arsenal during the Europa League group stages, scoring twice from three starts but his progress has been curtailed by a troublesome hip injury.
Emery has clearly been impressed by him describing him as the ‘present and future’ of the club during Arenal’s pre-season tour.
