Arsenal were interested in the former Atletico Madrid star in January, but decided instead to bring Denis Suarez to the club on loan from Barcelona.
With Suarez sent back to Barcelona after a dismal loan spell, Unai Emery is keen to resurrect a deal for Carrasco.
The Belgium international is ready to end his time in China and Arsenal have tabled an offer for his services, according to Sport.
